The St. Albans Town Fire Department has some new equipment to help them go through the ice on Lake Champlain. Last winter - 80-year-old James Hance drowned while ice fishing. His truck went through the ice in Lapan's Bay. It took crews three days to find him because the camera they used could only see 10 feet ,,but only if the water is clear. Hance's son Tom - an engineer in California - has developed the EnHanced Ice Rescue Sonar and donated it to the fire department. It allows rescuers to see 420 feet into the distance .. even in murky water.

But officials say -- even though there this threat is over,,,, -- flooding could become a concern again in the spring. The river level is constantly monitored by the city. Officials may rent a crane to break up the ice -- if there is another big jam.

Did you know that even if your electronic devices are off,,,they are still using energy. It is called "phantom" power and it could be haunting your house --and costing you money. Darren Perron has more in Dollars and Sense.
14} DOLLARS_PKG
((DARREN PERRON: Something is using electricity inside your home and you may not know it. Tonight -- we uncover the mystery -- behind phantom power.)) That's a name given to electricity being used -- even when an appliance is NOT being used. For example -- your television set. If it's an instant-on TV, it's using power -- even if it's off. ((DOTTIE SCHNURE/GMP: 11:47 So for saving the five seconds for your TV to warm up, you are paying for power day in and day out. 10:55 So you are paying for electricity 24-7 when you are not even watching it.)) Dottie Schnure of Green Mountain Power says numerous devices around the home use phantom power -- simply for your convenience. They're on stand-by just waiting for you to turn them on. ((DOTTIE: 10:52 It's drawing electricity all of the time so that it's ready when you call for it.)) Your computer, your microwave, your DVD player. Anything with a digital clock, for example. All sucking up energy -- even after being turned off. And it's not necessary. Here's an inexpensive way to kill phantom power. Get a power strip. ((DOTTIE: 11:57 Plug all of the appliances into the power strip and just turn power strip off. Then its off until you need to use it and then all you need to do it turn it back on and all will come on when you need them. Then you are not paying for them when you are not using them.)) And phantom power can really add up. An estimated ten percent of your monthly bill -- can be chalked up to phantom power. And ten percent on every U-S home -- equals several large power plants -- operating only -- for phantom power. ((NATS: CHARGER)) Even leaving your cell phone charger -- plugged into an outlet is drawing electricity -- whether your cell phone is connected or not. ((DARREN PERRON/ So, pull the plug -- on phantom power. And your electric bills may not be so scary. I'm Darren Perron.))
15} DOLLARS_TAG
Consider this,, it is estimated that phantom power is costing U-S consumers ....more than 4-BILLION dollars per year.
16} FINE_VO
New Hampshire lawmakers will consider a bill that would fine electric companies,,if it takes them too much time to restore power. It comes in the wake of the major ice storm that crippled the state earlier this month. Nearly half a million people lost power - many for days - some even weeks. The idea behind the fine is to encourage power companies to be proactive when it comes to maintaining power lines ...and to improve communication with customers. If not - the utilities could potentially be fined for each day power is not restored.
17} YREDUCATION_INTRO
From school funding proposals to a new education commissioner -- it was a busy year for Vermont schools. Keagan Harsha takes a look back at the education stories... that made headlines in 2008.
18} YREDUCATION_PKG
Proposals for a new school funding formula garnered attention once again in the state legislature. Lawmakers held hearings on a proposal to scrap the residential property tax and instead use an income tax. House Republicans also proposed a plan to replace property tax with an annual block grant to be given to schools. Neither ideas gained enough support to become law. ((nats)) ((NEW PHILOSOPHY)) Former Vermont Education Commissioner Richard Cate unveiled a plan to completely revamp the state's education system. Cate says the existing system fails to meet the needs of half of vermont students. His plan would change the way students are taught -- with more emphasis on hands on learning. It would also alter the requirements dictating how many hours in a classroom it takes to make a credit. ((30:34-44: "So what we'll end up with is some students going through algebra one in 3 months and others may take 15 months. I just want them to learn. I don't care how long it takes.")) (2/8) Cate never saw those plans come to fruition. He left the state to take an administrative job at UVM -- but his successor supports many of the same proposals to revamp education. ((NEW COMMISSIONER)) 51 year old Armando Vilaseca will take over in January -- becoming the 5th education commissioner in the last 10 years. Vilaseca also wants to explore the idea of school district consolidation ((34:34-41 "Would we lose the sense of community? I don't think so. Would we not be able to adjust to changing demands? I don't think so.")) ((STUDENTS STRUGGLE)) Vermont students continue to struggle when it comes to the New England Common Assessment Program's standardized tests. Only 30 percent of Vermont 11th Graders are proficient in math. 39 percent are proficient in writing. While those numbers are up slightly from last year -- a new NECAP science assessment shows only a fourth of Vermont 11th graders are proficient in science. Teachers continue to profess that tests don't tell the whole story. ((21:09-16 "A lot of teachers have been teaching to the test, which I don't think is the best strategy for the students.")) ((MAGNET SCHOOLS)) Burlington schools are moving forward with plans to transform H.O Wheeler and Lawrence Barnes schools into magnet schools. Both will begin accepting students next fall. ((nats)) ((BOND BATTLE)) The Burlington school board brought forth a 226 million dollar bond proposal -- three times the amount of any bond ever issued by the city. It was eventually broken down into three phases and would have funded improvements at five schools. The Burlington city council ultimately squashed the new 92 million dollar initiative . ((Kurt Wright: 24:36-40 "we're still looking at a massive, massive plan." )) ((BUDGET CUTS)) And the economic downturn also took its toll on education in vermont. The state just recently announced preliminary plans to balance the budget. Those plans include trimming 3/4's of a million dollars from VSAC -- and a 1.5 million dollars at UVM. The state's largest university now has a deficit of 28 million dollars. So far -- no major layoffs at any Vermont schools.

But now the state can revoke the driver's licenses of those who don't pay their fines. Negligent hikers can also lose their hunting and fishing licenses. In the past decade - more than one million dollars has been spent on rescuing reckless hikers,, but only about 25-thousand dollars has been recovered.

This weekend's unusually warm weather came at a tough time for local ski resorts. The Christmas and New Year's weeks are usually big for business, but temperatures in the 50s didn't help. Temperatures were cold enough Monday that Bolton Valley's snow guns could make up for some of what melted. Still, just 18 of the 64 trails were up and running, so this week the resort is giving people a break on the price of a ticket -- 49 dollars instead of the usual holiday week price of 64 dollars.

The conversion to digital television is seven weeks away -- and if you have not requested your coupon for a converter box -- you may need to act fast. TV stations will switch to an all digital signal on February 17th. Any TV hooked up to cable or satellite will work fine. But if you rely on an antenna to get your signal -- you need to buy a converter box. The government is offering coupons worth 40-dollars -- but now its running out of money to support the coupons. The commerce department set aside 1-point-3 million dollars for the program. It expects that limit will be reached in early January. That means requests for coupons will be put on hold... unless congress acts quickly to provide more money to the program. It's something Vermont Senator Bernie Sanders says he is working on.

New Hampshire authorities are reminding people about a new law for folks who head into the wilderness unprepared. The state currently charges lost hikers who recklessly venture into the woods. But now the state can revoke the driver's licenses of those who don't pay their fines. Unprepared hikers can also lose their hunting and fishing licenses. In the past decade - more than one million dollars has been spent on rescuing reckless hikers,, but only about 25-thousand dollars has been recovered.

The St. Albans Town Fire Department has some new equipment to help them see through the ice on Lake Champlain.

(( tc :56 - 1:06 Sen. Bernie Sanders, I-Vermont: "Given the fact that the government made the decision to make this transition it's really unfair to stick all of the burden on people who simply want to watch their TV.")) Sanders is also asking Congress to help out the countless number of people who will not be able to get a digital signal -- because they will be out of range. He introduced a bill that would require cable and satellite companies to offer broadcast channels free, or for a minimal fee.

Good Morning - I'm Judy Simpson. A police shooting in the Upper Valley has authorities and residents worried about increasing violence. Police say John Connelly of Bethel threatened his neighbors and pointed a gun at Trooper Stacey Corliss Sunday night. Corliss fired at Connelly twice. No one was hit. ((Robert Sand/State's Attorney: She was acutely aware of the laser scope. That prompted her out of fear for her own safety and the safety of her fellow officers to discharge her firearm.")) Connelly pleaded not guilty to multiple charges -- including reckless endangerment and simple assault on a police officer. Connelly's family says he suffers from mental illness.

Police in Brattleboro are looking for your help to identify an armed robber. They believe the man seen in this survielance image held up the Neighbors Convenience Store on Canal Street and two hours later robbed the Planet Gas Station on Western Avenue. Even though the robber has different clothing - they believe it is the same person. In each case - the suspect displayed a knife and left the scene in a small dark car. If you recognize this man - call police.
3} FINE_VO
New Hampshire lawmakers will consider a bill that would fine electric companies,,if it takes them too much time to restore power. It comes in the wake of the major ice storm that crippled the state earlier this month. Nearly half a million people lost power - many for days - some even weeks. The idea behind the fine is to encourage power companies to be proactive when it comes to maintaining power lines ...and to improve communication with customers. If not - the utilities could potentially be fined for each day power is not restored.
4} LOWES_WHITE
The opening of the new Lowe's in Ticonderoga, New York has been delayed. It was scheduled to open at the Four Corners in late January. Now it won't open until March. The home-improvement retailer blamed construction delays and says it needs more time to stock the store and hire and train more than 100 full-time employees.
5} MATTESON_VO
A Bennington man continues to run away with records. 92-year-old Bob Matteson recently set the world record in the 100-meter dash for his age group by half a second. The original record was set twenty years ago by a man from Taiwan. Matteson now holds the age-92 world records in the 100-meter - 200-meter 400-meter 800-meter - one mile and two mile events. That feat has never been accomplished by any runner of any age group . Mattesson says he is now considering retiring since he has achieved his goal of the records sweep.
